In 1971, VEB Waggonbau Gorlitz delivered two prototypes of the double-deck single coach to the DR. The double-deck single coaches were expected to allow for more flexible adaptation to changing passenger volumes and to reduce damage. After extensive testing of the two prototypes, an initial series of around 138 vehicles was delivered starting in 1974.
